Three things vary by state and they vary independently. The structure rate moves with local code requirements — a high-wind coastal zone, a seismic zone or a stretch energy code all add real material and engineering cost. Freight moves with distance from the fabrication facility, at $6.80 per loaded mile. And the governing code and approval pathway changes what has to be demonstrated and to whom.
That third column is the one people underestimate. A state with a dedicated industrialized-housing program has a defined path for factory-built approval, which usually means a faster and more predictable review. A state without one routes the same building through a local building department that may never have seen a factory submittal.

Structure rate at the Signature finish tier. Freight is one-way from the Miami facility at $6.80 per loaded mile and assumes a single module; multi-module buildings ship on multiple trucks.
The freight column is the one that changes a decision. A unit delivered within Florida carries a few thousand dollars of transport; the same unit to the Pacific Northwest carries five figures. That does not make a distant project uneconomic — freight is still a small fraction of total cost on a substantial building — but it does mean the per-square-foot advantage of factory construction narrows with distance, and on a very small unit at very long range it can disappear entirely.
The structure-rate column reflects code, not margin. Florida's high-velocity hurricane zone requires engineering and fastening that a Midwest jurisdiction does not, and a stretch-energy-code state requires an envelope that a baseline-code state does not. Those are real costs of building legally where you are building.
Building code differences are not bureaucratic trivia; they are material and labour that ends up in the building, and it is worth knowing which ones move the number meaningfully.
High-velocity hurricane zones require impact-rated glazing, heavier connectors at every load path, specific fastener schedules and engineering sign-off. On a small building the glazing alone can add several thousand dollars, and the connector and fastening schedule adds labour throughout.
Seismic categories change the bracing and the anchorage. Factory modules actually do well here — a unit engineered to be lifted by crane and driven on a highway is already designed for lateral loads that a site-built structure never sees — but the anchorage detail at the foundation is real work.
Stretch and above-code energy requirements raise envelope specification: thicker insulation, better glazing, tighter air sealing and frequently a blower-door test to prove it. This is the one category where factory construction has a clear cost advantage, because achieving a tight envelope on a jig indoors is far easier than achieving it on a windy site.
Snow load changes the roof structure and, in the heaviest zones, the entire framing depth. It is the most commonly underestimated northern requirement.
Freight scales linearly with distance while the rest of the project does not, which produces a specific and predictable conclusion: distance matters enormously for small buildings and very little for large ones.
On a 1,200 square foot multi-module home, freight across the country is a low single-digit percentage of total project cost. It is a line item, not a decision factor. On a 40 square foot guard booth, the same haul can exceed the cost of the booth, and at that point the correct answer is a regional fabricator or a different product entirely.
The practical threshold sits somewhere around a few hundred square feet, and it moves with the finish tier — a Premium unit carries enough value that freight is proportionally smaller. Anyone shipping a small, inexpensive unit a very long way should ask hard questions about whether the factory advantage survives the trip.
